Following the recent feedback opportunity provided to members regarding undesirable Owner Builder & Contract-splitting activity, the Board has voted to adopt the following policy:

 “Fibreglass pools (defined as: where in-ground installation is essential to maintain the structural integrity of the shell) can only be installed by Pool Builder or Restricted Members of SPASA Victoria.
 
Furthermore, such installations must be conducted on a SPASA Contract, provide mandated insurances and abide by all standing regulations and consumer law protections. SPASA Pool Builder members cannot install Owner Builder pools, unless it can be proven such works are for the intended legitimate purpose (ie: their own pool).
 

The association's consumer protection responsibility determines that the risks involved in consumers installing fibreglass pool kits to be unsatisfactory. This policy specifically excludes pre-manufactured/portable products and products designed for above-ground use."

The policy was adopted as a result of SPASA dealing with an influx of consumer complaints centred on both non-members and members conducting owner builder installations of fibreglass pools.
This policy ensures consumers will achieve the best possible outcomes when seeking a constructed or installed pool, and will more likely utilise the services of a SPASA Pool Builder Member.
